Dutch Water Authority Operates 100% Digitally

Flood control is an important issue in the Netherlands, as about two thirds of the country is vulnerable to flooding. In addition to that, the Netherlands is one of the most densely populated countries on Earth. For this reason, Water Authorities such as Wetterskip Fryslân are responsible for constructing and maintaining dikes, dams, and floodgates to provide defense against storm surges from the sea and rivers.
Additionally, they implement a complicated system of drainage ditches, canals, and pumping stations to keep the low-lying parts of the land dry for habitation and agriculture.
The procurement department of the Water Authority needs to be able to trust their suppliers, as the projects these suppliers help build and maintain keep the country afloat (literally). It is extremely important for this procurement team to understand the quality of suppliers as well as other projects they may have worked on.
Based on this (and other criteria), they can finally make their awarding decisions on various solicitations.

Since 2013, this is all done through the Negometrix platform. The solicitations, or “sourcing”, module helps Wetterskip Fryslân identify key criteria before they publish their solicitations, while allowing them to weigh said criteria. The suppliers can then fill out their responses through the Negometrix platform without having to print or fill out any handwritten documents. This allows for a more efficient and more effective method of procurement. Due to the organization-wide utilization of the platform, including the use of API links to other digital solutions, Wetterskip Fryslân was presented with the “Digital Procurement Department of the Year” award in 2018 at the Negometrix User Day ceremony (Utrecht, Netherlands).
