Making a difference: Procurement as a driver of sustainable development

In the presentation I will show some key findings from previous and ongoing research on Green Public Procurement (GPP), in particular in the area of reducing GHG emissions on and related to construction projects. I will address opportunities, challenges and ways forward for overcoming challenges.

Luitzen de Boer is a professor at the Norwegian University of Science and Technology (NTNU). He holds a MSc and a PhD degree in Industrial Engineering from the University of Twente (NL).

Procurement in general and Green Public Procurement in particular are among his key research interests. He has published extensively on these topics in international, peer-reviewed journals. He contributed to a Nordic study on the use of environmental criteria in national, public procurement frame agreements, headed an externally funded research project about innovative, dialogue based public procurement in the Norwegian public sector.

Furthermore, he was part of the team of academic partners establishing the Procurement Academy (“Anskaffelsesakademiet”) in Norway, which brings together researchers, public sector organizations and representatives of the private sector with the aim of strengthening research-based education in public procurement, as well as to develop and disseminate new knowledge within the subject of public procurement through research, cooperation and knowledge sharing.

Currently, he is involved in the supervision of 10 PhD candidates, a researcher and, among other projects, responsible for research tasks in the area of Innovative/Green Public Procurement in two EU H2020 projects (XPRESS and EIT Climate-KIC) and the research centre on Zero Emission Neighborhoods in Smart Cities (ZEN) at NTNU and Sintef.
